Sri Lanka’s 🇱🇰 18% Electricity Tariff Hike: Looks Simple, but a Fundamental Shift

⭕ From May 11, PUCSL approved an 18% electricity tariff hike for domestic users consuming above 180 units per month.

⭕ Households using 0–180 units will not face an increase, after the Government agreed to cover Rs.15 billion of the Rs.38 billion revenue gap.

⭕ The visible change looks simple, but the deeper change is structural: With this revision Sri Lanka 🇱🇰 has effectively added a new tariff threshold above 180 units.

⭕ Earlier, domestic electricity pricing mainly worked around two consumption groups: below 60 units and above 60 units.

⭕ For years, policy assumed households using below 60 units were more likely to be low-income consumers needing subsidized rates.

⭕ Below 60 units, users paid lower slab rates: the first 30 units at one subsidized rate, and units 31–60 at a slightly higher rate.

⭕ But once usage crossed 60 units, the first 60 units were treated as one higher-priced block, creating a sharp bill jump from 60 to 61 units.

⭕ 60 units -> Rs.646, 61 units -> Rs.1,292.31, nearly doubling the bill with just one extra unit.

⭕ In simple terms, a household using 60 units paid one bill, while 61 units triggered a much higher bill because the tariff category changed.

⭕ The new revision creates a similar cliff at 180 units, effectively adding a third major domestic tariff tier.

⭕ Up to 180 units, bills are still calculated through slabs: 0–60, 61–90, 91–120, and 121–180 units.

⭕ Above 180 units, the billing method changes: the first 180 units are charged at Rs.32.50 per unit, and each additional unit is charged at Rs.100.

⭕ This means the real impact is not only the 18% hike, but also the creation of a new high-consumption threshold at 180 units.

⭕ That is why this tariff revision is different: it changes both the price level and the structure of how domestic electricity bills are calculated.

⭕ For households consuming around 180 units, staying below 181 units is critical, because one extra unit can add about Rs.2,082 to the monthly bill.
